Das in den USA für 500.000 verkaufte Tonträger mit Gold ausgezeichnete Werk erscheint nun als umfangreich ausgestattetes 2-CD-Set inklusive Behind-the-Scenes-Tour-Footage-DVD auf Megaforce Records. Die Vinyl-Version beinhaltet 4 LPs. Das für diese Edition überarbeitete Artwork zeigt den ursprünglichen, letztendlich jedoch nicht verwendeten Originalentwurf. CD1 beinhaltet die vollständig remasterten 11 Tracks des Originalalbums. Für das Remastering, das Drummer Charlie Benante beaufsichtigte, war Anthrax-Spezialist Paul Logus zuständig, der bereits die Alben "Worship Music", "For all Kings", die EP "Anthems" sowie die DVDs "Kings Among Scotland" und "Chile on Hell" masterte. Zusätzlich sind auf CD1 eine Special-Bonus B-Seite von "I'm The Man" aus dem Jahr 1990, die sich mehr Hip-Hop als Rock orientiert, und eine Live-Version von "Time", die 1991 im Michigan Palace of Auburn Hills aufgenommen wurde, enthalten. Die letzten 2 Songs auf CD1 sowie alle 9 Tracks der 2. CD stammen aus dem Fundus 'Charlie's Stash', einer unvergleichlichen Sammlung bestehend aus Proben, Songwriting-Sessions, Demos und Live-Auftritten, die Benante über die zurückliegenden 40 Jahre aufnahm.
Die DVD enthält Einblicke in den Tour-Alltag im 'guerilla style', die 1991 während gemeinsamer Live-Dates mit Iron Maiden entstanden.

Like Anthrax's other recent deluxe editions, drummer Charlie Benante spearheaded the new Persistence of Time release. In addition to remastered versions of the original tracklist, the deluxe version features a B-side version of «I'm the Man», which leans more hip-hop than the album track, a live version of «Time», and an early demo of «Got the Time», among other rarities. The deluxe edition also features new cover artwork, which actually had been the original visual concept for the album. «I was at the height of my Salvador Dali phase, I was just absorbed in his art, and I wanted to tie the two together -- Salvador Dali and time,» explained Ian in a press release. «I loved what [artist] Don Brautigam did with the original cover, but for this deluxe edition, I wanted it the way I had originally seen the cover in my head. Persistence of Time also marked singer Joey Belladonna's last album with the band until his return for 2011's Worship Music.
